More changes coming to the Houston Police Department in the midst of the investigation into Sexual Assaults Scandal that has overwhelmed the department for over one month now.
– has learned that HPD Chief Troy Finner has promoted two Commanders to Assistant Chiefs. The two officers are Alvaro Guzman and Adrian Rodriguez.
KPRC 2 Investigates has spoken with multiple sources tied to HPD who have said Rodriguez is well liked within department. One source making it very clear this will help with the department’s morale. In December, Mayor John Whitmire told KPRC 2 Investigates morale withing the department is the worst he’s seen in fifty years of elected office.
We also have confirmed with HPD’s Union that 5 Commanders and 1 Lieutenant have been served by Internal Affairs in the ongoing IAD investigation as to how 4,000 sex assaults investigations were suspended without being fully investigated. It was precisely one month ago today that HPD Chief Troy Finner admitted he knew about the suspension of cases in 2021 and claims he ordered it to stop. However, the practice continued under his watch.
What remains unclear is whether or not Chief Finner has been investigated by IAD over his actions in this scandal.
