Back-to-back budgets passed by the Arizona Legislature won cross-party support in starkly different ways. Here's the inside story from former lawmakers.

Katie Hobbs resulted from literally spreading the wealth and giving lawmakers a slice of the state budget surplus to spend on myriad small projects. Some called it direct constituent service; others called it pork.
State senators Paul Boyer, a Republican, and Sean Bowie, a Democrat, joined forces to push for a common goal: more money for the K-12 system. Boyer withheld his support for the budget being negotiated by the Republican governor and legislative leaders, insisting on more school spending. He called it the fastest a budget has won legislative approval in an era of divided government that he could recall.Hobbs had several goals for her 1st budget. “Everybody wants to spend money, and for a lot of these folks, it’s their last chance," Bowie recalled.
