WASHINGTON—The House passed a roughly $4.7 billion disaster-aid package Friday as Democrats pushed to finance earthquake-recovery efforts in Puerto Rico, though the bill wasn’t likely to advance past the chamber because of partisan divisions on how aid is managed on the island.
The White House has indicated it will veto the legislation, and the Senate is unlikely to take it up. The bill also includes tax breaks for residents of Puerto Rico and other U.S. territories that would cost $16 billion over 10 years.
