HarleyQuinn supervising producer Ian Hamilton explains how season 4 explores who Bruce Wayne is separate from Batman:

Bruce Wayne made a dangerous choice at the end of Harley Quinn season 3 when he used Ivy's powers to bring his parents back as plant zombies. His inability to let go of his past trauma placed the city in immense danger and deprived Gotham of its Batman.
Screen Rant spoke with Hamilton at San Diego Comic-Con about season 4 of Harley Quinn and Bruce Wayne's journey. Bruce will be in prison when season 4 begins as a result of his action at the end of season 3. However, similar to Harley's own journey this season, he will need to examine who exactly Bruce Wayne is. Check out Hamilton's full quote and interview below:
Ian Hamilton: We spend a lot of time with Bruce in jail. He's checkered throughout the entire season, and I think he gets to be more Bruce Wayne. As Harley Quinn sort of discovers, “Who exactly is Harley Quinn?” Bruce also gets to spend more time thinking about, “Who is Bruce Wayne, and what is Bruce Wayne up to?”
How Batman Can Be More Than A Joke In Harley Quinn Season 4 Bruce Wayne has been driven by tragedy and trauma his entire life. It's what motivated him to become Batman and adopt countless young orphans. Almost every decision that Bruce Wayne makes can be traced back to that terrible night in Crime Alley. However, he has never properly grieved or dealt with his trauma, and he lost himself to it first as Batman and then to the horrors at the end of Harley Quinn season 3.
In many iterations, Bruce Wayne becomes the alter ego purely to hide his secret identity as Batman. Harley Quinn season 4 can move past this and allow Bruce to truly find himself, potentially changing how he approaches his identity as Batman. Harley Quinn season 4 can not only do a deep dive into Bruce Wayne's psyche but also introduce a level of self-reflection and eventually self-awareness that up until now he has lacked.
