“I think that situation has become very political with Bill 28 in front of the House of Commons,” Adams said of anti-scab legislation working its way through Parliament. “They’re working, but it's still relatively slow,” Adams said. “I think the real challenge is going to be as we start to get into the busier spring season, where we have more vessels arriving from Europe. That could become problematic.”
