Members and supporters of HACC’s recently formed faculty union rallied at the state Capitol on Wednesday to push for their first contract with the Harrisburg-based community college, saying HACC’s recent tactics amounted to union-busting.
The union submitted a 100-plus-page draft initial contract for the 2023-24 fiscal year to HACC’s administration in January 2023, Sicher said – but it was not until May that HACC responded with a roughly 20-page counterproposal which, in many cases, simply stated that the college would give union faculty whatever pay and benefits it was offering to non-union employees, largely obviating the point of a contract.
The two sides have subsequently met to negotiate, but “since May we have made no traction, we have not gone anywhere with these two proposals that are very far apart,” Sicher said. In its email to PennLive, HACC’s press office said that “the union has not lowered its unreasonable monetary demands,” but did not elaborate. Sicher said the union is seeking several years of guaranteed pay raises, but that HACC has yet to entertain substantive discussions about what the union proposed in January.
