Had the CSIS reports on Zhao not leaked, the Libs would never have acted, and Zhao would still be intimidating other Canadians and their families back in China. Think of it this way. The Trudeau government remained silent on Zhao’s bullying racket out of Toronto’s Chinese consulate out of fear of angering China’s Communist leaders. That left lots of Canadians who had emigrated from China or were here studying from China or who merely had cousins there, vulnerable to the tactics of an authoritarian regime.
