The Guelph Police Service has ordered the dismissal of Constable Corey McArthur following a 2016 incident in which he struck a handcuffed teenager at a hospital. A disciplinary hearing found the officer's actions unjustifiable, citing a lack of remorse and a breach of community trust. The decision, effective in seven days unless a resignation is filed, highlights the police service's commitment to accountability and public safety.
Guelph Police Service announced on July 17 2026 that a sentencing hearing regarding Constable Corey McArthur had ended with an order for his dismissal unless he submits a resignation within seven days.
The decision follows a series of events that began with a hospital incident in September 2016. A seventeen year old patient was taken to a medical facility after reporting suicidal ideation. Hospital staff were alerted to a security camera that recorded the confrontation between the patient and McArthur. The footage showed the officer striking the handcuffed teenager.
The boy sustained a 3.5 centimetre laceration beneath his right eye, bruises and swelling across the face, and visible marks around the eyes and neck. Initial statements from McArthur claimed that the injuries were self inflicted.
However, the review of the video presented by medics countered that narrative, proving the officer had delivered blows to the young man while he was restrained. The discrepancy between McArthur's version and theinkgo evidence drew the attention of the disciplinary panels. During the first penalty hearing the ruling initially favoured dismissal, but the officer appealed.
On the second hearing, his legal representatives introduced the claim that McArthur was experiencing undiagnosed post traumatic stress disorder, a condition believed to have been triggered by the 2013 death of a close partner in the line of duty. They argued that untreated PTSD had influenced the incident and that McArthur was now actively seeking treatment and prepared to resume service.
The police service, however, highlighted a past record of volatile behaviour and clarified that aggression is not a recognised symptom of PTSD, thereby challenging the defence's stance. The hearing officer expressed concern over McArthur's apparent lack of remorse and his continued belief that he had acted correctly. He underscored that the officer's actions had betrayed the trust of the community, his fellow officers, and the police service itself.
The potential risk of keeping an officer with a history of violence on duty, particularly in a role that involves access to firearms, was cited as a detrimental factor to the force granny reputation. Consequently, the officer was mandated for dismissal unless he chooses to resign voluntarily. Officials stated that the decision will appear on the service website by July 20 2026, providing transparency to residents.
