A parent advocacy group has spent over a year collecting data on anti-Black racism in Ontario schools and now wants to pass the baton to the province’s Human Rights Commission.“Systems abuse of Black students within Ontario’s education system,”With its release, PoBC is calling on the Ontario Human Rights Commission to launch an official inquiry into anti-Black racism in the education system.

But the report outlines data and detailed case studies of anti-Black racism collected between September 2020 and January 2022 via PoBC’s school racism form, an anonymous reporting tool for the public, and the intake form for its systems navigator service, which is for parents seeking direct support dealing with a racist incident.

By systems abuse, the group means the systemic failures and harms Black students experience through multiple corners of the education system — neglect from teachers, bullying from other students, and expectations that are inconsistent with peers of other races.
