Newsom’s executive order requiring additional DNA testing in that case came after Cooper’s attorneys alleged that key pieces of evidence were not properly tested and needed to be analyzed with modern technology. “I think that there is virtually no chance that California will be in any sort of position to begin executions within the next four years,” Agarwal said. “There’s just so many problems with the death penalty.”
