The move comes as pardon recommendations have come to a virtual standstill in recent...

on Floyd and two dozen others. And endorsements in Texas have since come to a virtual standstill, according to documents the Houston Chronicle obtained from the board. It did not endorse a single new pardon in 2022 and has only proposed two this year.

A. De’Wayne Jernigan, who was appointed to the board in 2019 by Abbott and left in the fall of 2021 for health reasons, said he never felt influenced by the governor. But he was surprised to hear that shortly after his departure, the board reversed course on 25 of the pardon decisions he had just voted on.

After newly unsealed court documents showed that Perry, who is white, had previously written about wanting to kill protesters, Muslims and Black people, the Republican governor appeared to change his tone. Antoinette Oliver, who is Black, tried her luck on her own in 2020, after the school she had taught at for six years fired her over an old arrest. The application process was so involved that she moved to the Dallas area, where she had been arrested, to more easily get the paperwork she needed. She also convinced her uncle, who she says falsely accused her of assault, to write a letter of recommendation.

The board at first voted unanimously to recommend a pardon for all three applicants. By then, Oliver had a new job at a different school, but she wasn’t allowed to work alone with children; she hoped this would change things. that year, all related to decades-old nonviolent convictions. His spokeswoman, Eze, said at the time that he “did not have the opportunity to consider” Floyd’s because the board had withdrawn its endorsement.

“I was really, really excited when I saw it in black and white, and I saw the seals,” she said. “That’s when I started telling my family and friends.” She still has no idea why the board flip-flopped on her application.
