Fehrman, navigating a messy divorce and personal debt, said Borges in September offered him money for private information on the number of signatures they collected.

Several meetings and calls between Wetzel and Borges were then recorded. Prosecutors played those recordings earlier this month. But on Monday, Fehrman explained them in context. Fehrman said Borges made several references during their talks that public disclosure of the arrangement between the two of them would be worse for Fehrman than for Borges. Fehrman described this as an effort to remind him that he’s the small fish. He took it as a threat.
