The high number of fire alarms in some Vancouver social housing buildings are creating hardship for the fire department and residents.

A department spokesman refused to answer questions about it Wednesday, and the status of those supposed prosecutions was unclear.

“I think the solution will have to be something that continues to involve education for the residents and operators, options for safe places to smoke or take drugs, and change of behaviours.
