\Freeland's campaign emphasized in a statement on Wednesday that 'leadership starts at the top,' and they are committed to 'right-sizing the cabinet and the Prime Minister's Office.' The Trudeau government's cabinet, when first elected in 2015, consisted of 31 members, a decrease from the 40-member cabinet during the final year of former Conservative Prime Minister Stephen Harper's tenure. However, similar to the Harper government, the size of Trudeau's cabinet grew over time, reaching 40 members by December 2024. As for the Prime Minister's Office, an online directory lists 108 employees across 13 divisions.\The largest divisions are communications and research, each with 21 employees, followed by 16 people working in operations and 15 in the Chief of Staff's office. Other sections include senior advisors, human resources, appointments, policy and cabinet affairs, tours, caucus liaison, issues management, correspondence, and translation. The increasing centralization of power within the Prime Minister's Office has been a growing concern for decades. Academics like Donald Savoie of Université de Moncton, who authored the book 'Centralization and Bureaucracy' in 1999 and has continued writing on this topic, have warned that this centralization removes decision-making power from democratically elected Parliamentarians, including cabinet ministers.
