Independent review finds Omar Moreno Arroyo should not have been booked

Omar Moreno Arroyo, who died in a San Diego County jail in 2021 hours after being arrested, should never have been booked into custody, an independent investigation has found.

In all, investigators recommended five allegations of misconduct against four deputies. The findings will be considered Tuesday by the all-volunteer review board. The lawsuit filed by his wife, Tammy Wilson, says Arroyo “was in a state of acute methamphetamine intoxication and agitation” when sheriff’s deputies arrested him in their home. It said he should have been taken to a hospital.

“An attempt was made to release mid-booking process,” investigators found. “The release was not allowable per booking staff.” Investigators were unable to determine if the deputy looked at the scan image “but no subsequent action was taken,” the report says.
