Peter Sloly resigned in the face of criticism during the so-called Freedom Convoy protests in Ottawa this winter.
OTTAWA — Intelligence reports on the so-called Freedom Convoy did not predict the “perfect storm” that descended upon Parliament Hill and confronted local authorities who were not fully prepared, says the former Ottawa police chief who resigned amid criticism and local outrage of the response to the crisis.
Admitting Ottawa police were not “fully prepared,” Sloly said early intelligence reports did not show it was necessary tofrom accessing streets around Parliament Hill. He also said the Ottawa police force simply did not have enough officers — with a staff of about 1,200 — to deal with the protests alone.
Sloly’s testimony comes as House of Commons’s Procedure and House Affairs Committee studies whether the government should expand federal security jurisdiction across Wellington Street, the road that passes in front of the Parliament buildings and was occupied with semis, tents and a large crane during the three-week convoy protests this winter.
White, a former police chief himself, called for a “buffer” zone where vehicles are prohibited around the parliamentary precinct.
