The World Data Center for Geoinformatics and Sustainable Development, a Ukrainian nongovernmental organization, estimated that nearlyUkrainian President Volodymyr Zelenskyy said in a June 10 video posted to Twitter that the collapse of the dam was caused by a"Russian terrorist attack." Zelenskyy also accused Russian forces of shooting at rescuers in flooded areas. "People, animals have died," he told Politico Europe.
