Floating Camper on Nicomekl River Sparks Transport Canada Review

A floating camper built by retired shipbuilder Emilio Gilpo on the Nicomekl River in South Surrey has caught the attention of Transport Canada, which is reviewing its marine safety compliance.

A floating camper built on the Nicomekl River in South Surrey has become an online sensation and drawn scrutiny from federal officials. The vessel, dubbed the hillbilly house boat by locals on social media, is a travel trailer bolted onto a makeshift barge made of wood, steel and empty plastic barrels. It appeared suddenly on the Nicomekl River and was created by Emilio Gilpo, a retired shipbuilder.

Retired Shipbuilder Behind the Project

Gilpo spent about six months constructing his floating dream home. He credited his decades of shipyard work for giving him the know-how to pull off the unconventional setup. He said he used to work on shipyards at one time, so he understands the mechanics of boats and ships. He described the project as something new and innovative that you never see in Vancouver.

Getting the craft into the river required a full-sized crane. The build also hit a minor snag on land when Gilpo received a local parking ticket while putting the final touches on the craft in a nearby parking lot before launch.

While many online cheered the backyard engineering, not everyone was thrilled. Paddlers and rowers preparing for an upcoming regatta were among those concerned. Gilpo clarified that despite rumours someone had already moved in, he is not living on board yet. He has not ruled out turning it into a permanent floating cottage down the road.

Transport Canada Review and Safety Standards

Transport Canada confirmed to CTV News that it is closely examining the floating RV to determine if it meets marine safety standards and environmental rules. While Canadians can build their own backyard boats for personal use, federal law requires every vessel to follow the Canada Shipping Act. Transport Canada noted that a craft does not even need an engine to count as a vessel under official rules.

Gilpo, a member of Engineers and Geoscientists BC, plans to send his blueprints to the association for study. However, the organization told CTV News that it does not review designs for public safety or regulatory compliance. Gilpo insists he has not broken any rules but knows the clock is ticking. To address local complaints, he plans to attach a motor to the rig and cruise it to a quieter spot on the river.

The story has captivated social media, with the floating camper becoming a local curiosity. The vessel's presence on the Nicomekl River has sparked debates about marine regulations and DIY boat building. As Transport Canada continues its review, Gilpo awaits the outcome while preparing to relocate his creation.
