A three-judge federal court will hear arguments Monday on new Alabama’s congressional map and whether it fixes a likely violation of the Voting Rights Act.
Aug. 14, 2023, 10:23 a.m.Alabama's congressional district map that was used for the 2022 elections, left, was found by the U.S. Supreme Court to likely violate the Voting Rights Act by diluting the influence of Black voters. Under the new plan approved by the Legislature, right, District 7 remains the only majority Black district. Objections to the new map are due in federal court on Friday. The court will have a hearing starting August 14.
The court has appointed a special master and cartographer to draw a new map if it rules for the plaintiffs and rejects the Legislature’s new map. Secretary of State Wes Allen has told the court the state needs a new map in place by Oct. 1 to prepare for next year’s elections. Ross played for the court video of depositions by the Republican co-chairmen of the Legislature’s reapportionment committee -- Sen. Steve Livingston of Scottsboro and Rep. Chris Pringle of Mobile. Both said they understood the instructions of the court were to create a second district where Black voters would have an opportunity to elect a candidate of their choice.
Brittany Carter, an attorney for the plaintiffs, said the Legislature’s new map is not a serious attempt to follow the court’s instruction on creating a second opportunity district for Black voters.
