A plan for The Legacy, a proposed 15-story luxury apartment complex at 1621-1631 Chicago Avenue in downtown Evanston, was met with apathy by the City Council after a negative recommendation from the city’s Planning and Development Committee.

The fate of the development from this point is unsure. According to Reid, if the plan had been brought to discussion and voted down or not received a second, the plan would have died. Since it was never brought for discussion, he said the design still has a chance. Reid plans to work with Mayor Daniel Biss to bring the proposal back to council.

Neighbor Paul Breslin called Horizon a “broken record” and said the design is far beyond what the zoning allows.since the plan came to Evanston years ago. The area is zoned as a transitional space where commercial buildings slowly step down to the shorter residential buildings to maintain aesthetics. Under the zoning and the city’s 2009 Downtown Plan, which is used in the standards of approval for the Land Use Commission, the height limit sits at 110 feet.

Amarillo also said because there are plans to include 10 affordable units in the building, HRG is entitled to four units on top of each affordable unit under the city’s Inclusionary Housing Ordinance. In order to accompany the 140 units this would total, further height was needed.Breslin said that despite the need for higher and more dense buildings to combat housing shortages, they don’t need to be placed in every part of the city.

Kelly said transition zones are needed to give the city a sense of organization and planning to avoid things looking haphazard.
