CARACAS, Venezuela — Venezuelan President Nicolás Maduro was formally declared the winner of his country's disputed presidential election Monday, a day after the political opposition and the entrenched incumbent both claimed victory in the contest.

There was no immediate comment from the opposition, which had vowed to defend its votes. Opposition leaders planned to hold a news conference later in the day. Several foreign governments, including the U.S. and the European Union, held off recognizing the election results. The opposition's call for calm partly reflected protest fatigue among voters, who polls show are in no rush to upend their lives by taking to the streets as they have previously.

“This is the path toward a new Venezuela,” added Fernández, holding back tears. “We are all tired of this yoke.” Authorities postponed releasing the results from each of the 30,000 polling booths nationwide, promising only to do so in the “coming hours.” The delay hampered attempts to verify the results.
