The price tag to expand and renovate The Hemmens Cultural Center in downtown Elgin has doubled due to upgrades needed for life safety features, city officials said.

What had been expected to be a $5.8 million project will now cost $12.8 million because an upgraded elevator, structural borings, required fire-related materials and other expenses were added to the bottom line, according to Amanda Harris, assistant to the city manager.The Elgin City Council was presented with three final design options last week, ranging in price from $10 million to $12.8 million.

The project will be funded with with money from the Tax Increment Financing District in which the Hemmens is located, state funding secured by Sen. Cristina Castro and Rep. Anna Moeller, both D-Elgin, and cash from the city’s general fund. “We have been waiting for an upgrade to the Hemmens for so long, we might as well go all in,” he said.
