Claudio Jeovanni Padilla, 54, pleaded guilty Sept. 6, 2022, to posing as a 56-year-old Puerto Rican native named Hector Luis Figueroa. He was indicted July 16, 2020, on charges of providing a false statement in a passport application, false impersonation of a U.S. citizen, aggravated identity theft and illegal reentry, according to court records.

When Padilla went to a U.S. Government contractor in Houston to apply for a Transportation Worker Identification Credential card in October 2021, he identified himself as Hector Luis Figueroa and submitted fingerprints, court records show. While filling out the TWIC card application, he also used Figueroa's incorrect date of birth and parents’ names.

The real Hector Luis Figueroa was identified Nov. 9, 2006, in Florida when he was sentenced to life in prison for first-degree homicide. Figueroa's ID was initially received Dec. 13, 2006, by the Florida Department of Corrections. Diplomatic Security Service investigators assigned to Overseas Criminal Investigations at the U.S. Embassy in San Salvador, El Salvador, unearthed Padilla's original birth certificate.
