It’s unlikely anyone on the oversight board in early 2022 knowingly broke the rules — but still, rules were broken. This must be fixed.

Designed to set general policing direction, hire the chief, examine the budget and so on, police boards aren’t there to interfere in detailed operations. They are, however, entitled to know these details and ask questions. Public safety is the priority of all governments, and ensuring that police do their job properly is essential. So you’d think police services boards would be structured with utmost care.

Next, training for board members is minimal. “Past and current Board members interviewed indicated that the orientation and training provided … does not adequately prepare them to fulfil their obligations as a board member of a police services board,” Gougeon wrote. Yikes.
