Duncan Council Rejects Extreme-Weather Shelter in Local Church

Duncan council’s decision to reject an extreme-weather shelter in a local church is “disappointing,” says Housing Minister Ravi Kahlon.Kahlon told reporters at the legislature that he hopes council comes up with an alternate shelter site.

Last year, the church came forward to offer up the site and it was the only one to do so, Staples said. “I do understand we do need that help somewhere. I just feel a different location would be ideal,” she said. The new amendments describe a “reasonably available alternative shelter” as a staffed facility where people can spend the night, be offered a meal, and have a bathroom and shower at the site or nearby.

“One piece of legislation will not resolve the challenges we’re facing, but our hope is that this definition will provide clarity and guidance to municipalities who are seeking injunctions to enforce bylaws, while ensuring that people can access a place to stay that provides for their basic needs.” Campbell River chief administrative officer Elle Brovold said in a statement that such cleanups are undertaken in response to public or human health concerns, “particularly where there is a significant volume of waste materials or where an accumulation of materials has created a fire hazard.”
