And who actually does the rankings? In some cases, the judge and jury are expatriate corporate executives wondering how much their company will pay them to cover the costs of being posted to a city. In other cases it’s just “correspondents” from the regions. De Graaf’s book goes into detail on how Vancouver politicians developed the city over the past 50 years, after community activists in the name of livability stopped a freeway being pushed through Chinatown. That was followed by the creation of several “Livable Region Plans.”
The most-often cited livability rankings, by the Economist Intelligence Unit and Mercer, aim to attract a global expatriate population, which is considerably well off, said de Graaf.
