The City of Ottawa has identified a transit spending gap of $6.6 billion between what was previously expected and what is now forecast over the next 25 years.

OC Transpo’s ridership woes have been well publicized, but the city update doesn’t see them ending any time soon. It will take until 2030 to get back to the level of ridership seen in 2018. Long-term, annual ridership will be about 43 million per year less than the city anticipated in its 2019 financial plan.

Those who have followed the light rail saga will remember that the high capital cost of the system was supposed to be offset by cheaper operating costs. The city has a plan for $2.2 billion in new bus transitways. Without federal or provincial support for these unsexy projects, most of them will be unaffordable.
