A bill that would create a government-funded universal health care system in California now faces a key deadline.

Gov. Gavin Newsom has unveiled his proposed state budget, and the plan is packed with over $10 billion in new spending on initiatives as wide-ranging as the pandemic, homelessness and worsening climate change.
