Penguin is Gotham's most terrifying villain.
SCREENRANT VIDEO OF THE DAY SCROLL TO CONTINUE WITH CONTENT Many DC Comics characters have gained their reputations by inciting fear, to the point that they have become worthy of joining the evil Sinestro Corps, the fascistic enemies of the Green Lantern Corps. The Batman villain Scarecrow once had the honor of becoming a Yellow Lantern himself, but there’s perennial Batman antagonist who embodies fear even more than the terrifying Jonathan Crane: Oswald Copplepot, Gotham's Penguin.
Penguin #1 – by writer Tom King and artist Rafael De Latorre – confirms that Oswald Cobblepot’s passive ability to spread fear makes him the perfect candidate to be Earth’s Yellow Lantern, a villain is so uniquely frightening that he is able to scare even the bravest and most hardened people without using a power ring, fear gas, or a single word.
Penguin Is Even More Terrifying Than Scarecrow The citizens of Gotham have reason to live in fear of the deranged wrath of super villains such as Two-Face, Bane, or the Joker, or Scarecrow. Scarecrow, as Yellow Lantern, used the fear energy of his Sinestro Corps ring to terrify innocent people into committing violent crimes, an upgrade on his infamous ability to terrorize Gotham with his fear gas. However, without these things, Scarecrow is no longer terrifying.
On the other hand, Penguin is able to terrify those around him without trying. This trait is so effortless, even his seemingly calm demeanor causes people to obsess over their every word and action, in order to avoid incurring the Penguin’s wrath. By the end of Penguin #1, it is made clear that no one is safe from Cobblepot’s dreadful presence. Espinoza, despite holding all the power over Penguin, gives into her fear that he will inevitably kill her, leading to an angry outburst.
Penguin’s reputation for being cold and calculating, while simultaneously being animalistic and violent, goes a long way toward explaining why everyone is afraid of him. Perhaps it is because he uses his ability to terrify in the pursuit of wealth and power, rather than to simply spread fear, that he has yet to be chosen for a Yellow Lantern ring.
