. Much of this pain is self-inflicted, the result of the troubled rollout of new courthouse software. But some backlogs are beyond the county’s control, and one that has gotten significantly worse involves the number of inmates waiting for a state psychiatric hospital bed. These are inmates who are so mentally ill that they cannot participate in their defense. The number of “incompetent” inmates waiting for a bed used to sit at 200 four years ago but has hovered between 350 and 400 since the pandemic.
