City staff began coming up with ways to better address batch plants last November at the request of council member Paula Blackmon, who represents East Dallas and the White Rock Lake area and is chair of the council’s environment and sustainability committee.

“I know Dallas is growing and batch plants are needed to support the growth, but not at the expense of the health of the citizens,” she said at the meeting. He cited the Texas Commission on Environmental Quality as the primary regulatory agency for plants and said the state permitting process allows public participation. He said many of the businesses work with the communities they’re in to be good neighbors.
