Kenney campaigned on a promise to proclaim the act “within an hour of being sworn in” so that Alberta could “turn off the taps” to B.C. if necessary.
On Tuesday, Jason Kenney, Alberta’s newly installed premier, proclaimed Bill 12, the Preserving Canada’s Economic Prosperity Act, which gives his government, among other things, the power to limit the allowable daily quantities of petroleum products shipped.
In an opinion piece published in the Vancouver Sun on Wednesday, the Alberta leader said the impetus for the act is to alleviate the resource backlog that has been exacerbated by delaying Trans Mountain pipeline expansion. Related “Unfortunately, since coming into office in July 2017, the B.C. government has opposed the expansion project every step of the way, most recently in the B.C. Court of Appeal. One province claiming to have the power to block exports from the rest of Canada would undermine one of the principles of our Confederation, the economic union between our provinces,” Kenney wrote.
In response, B.C. Attorney General David Eby said B.C. was ready to immediately file a legal challenge against Bill 12 as soon as it became law.
