Detainees held by ICE and the U.S. Marshals Service are concerned that people who tested positive for the virus have been returned to their units too quickly.
A new study by Stanford University, using antibody blood tests, estimates that the number of cases in Santa Clara County may be 50 to 85 times greater than what was previously known. The U.S. Marshals Service declined to comment on specific cases, citing privacy concerns. It did not respond to a request for comment on the hunger strikes.
ICE is responsible for the medical unit at the Otay Mesa Detention Center for both groups of detainees.
