Tugboat operators, on strike at Seaspan, had set up picket line at graving dock; unionized workers would not cross
The B.C. Supreme Court has ordered an end to picketing at Esquimalt Graving Dock after tugboat operators took their labour dispute with Seaspan to the entrance of the federal marine facility Thursday morning.
The Canadian Merchant Services Workers Guild, which represents tugboat operators for North Vancouver-based Seaspan, initiated a strike Aug. 25 on all Seaspan tugs in B.C., after an impasse in negotiations for a new contract. Seaspan operates Victoria Shipyards, which runs out of the federally owned Esquimalt Graving Dock. The dock is rented to private companies such as Seaspan and is also used for public-sector work such as repairs and maintenance for B.C. Ferries and Canadian submarines.
On Thursday and Friday last week, an estimated 800 Seaspan workers represented by 10 unions refused to cross picket lines set up by Guild members. Shipyard unions have provisions in their collective agreements to honour picket lines. Those 10 unions had reached a four-year agreement with Seaspan in May. If the B.C. Supreme Court’s order is honoured, members will return to work Monday.With files from Carla Wilson.
