City\u0027s integrity commissioner found Gian\u002DCarlo Carra didn\u0027t disclose down payment for which there was no written record

Ward 9 Coun. Gian-Carlo Carra was the subject of two separate investigations by the commissioner. One found he repeatedly failed to declare a pecuniary interest on a property in his ward for six years, while another was in regards to his activity on social media.

Integrity commissioner Ellen-Anne O’Donnell’s first investigation into Carra centred on a property at 66th New Street S.E., a 14,100-square-foot lot with a house backing onto the Bow River in Inglewood.Article content The commissioner found Carra worked in 2016 to get certain building restrictions lifted in Inglewood by bringing forward a notice of motion. He said at the time that he did not have a pecuniary interest, but did indicate he was “planning to build a house.”

O’Donnell noted in her report a complaint was brought forward to then-integrity commissioner Allen Sulatyky in May 2016 on this matter, but it was dismissed, according to the report. For his disclosure violation, Carra must attend records management and ethics training with the ethics adviser within 30 days. He must also issue a letter of apology to Calgarians.

Mayor Jyoti Gondek said council relies on the integrity commissioner to independently investigate complaints against councillors, and that’s what happened with this case. She said council was unanimous in its agreement with the sanctions O’Donnell recommended for Carra,
