Highland Park resident Greg Miller said the approval runs contrary to the climate emergency declared by council last fall. Another citizen, Nathaniel Schmidt, spoke out against development in the Ricardo Ranch Area, which he said is a sensitive wetland. Arnie Stefanick of Genesis Land Development said the community of Keystone Hills Lewiston will be designed around the wetlands, with plans to have treated stormwater flowing through “enhanced wetlands.”
