The prime minister’s decision to give employers more leeway to ask their staffs to return to regular work locations appeared to conflict with the views of his chief scientific adviser, who said Thursday that there was “absolutely no reason” to change the work-from-home advice.

The continuing surge of new cases in India drove home concerns over the readiness of some countries to cope with outbreaks that could overwhelm hospitals and test feeble health care systems. The government ordered a week-long lockdown in the technology hub of Bangalore after confirmed cases there increased exponentially.
