One has only to look to transit infrastructure projects in Ottawa, Toronto, and Edmonton to find examples of P3s gone off the rails.
In Ottawa, the Light-Rail Transit project has been widely deemed a “disaster,” plagued by derailments, delays, cancellations, and even a sinkhole. The public inquiry into the LRT project concluded “The P3 model caused or contributed to several of the ongoing difficulties on the project.” Proponents of P3s make often-unsupported claims about transferring risk off government and onto the private sector.
