Mysterious attacks on oil tankers and Iran shooting down a U.S. military surveillance drone has added to the fears of an armed conflict breaking out.

Separately, Iran’s Supreme Leader Ayatollah Ali Khamenei said Tuesday his country will retaliate over the seizure of an Iranian supertanker carrying 2.1 million barrels of light crude oil. The vessel was seized with the help of British Royal Marines earlier this month off Gibraltar.“God willing, the Islamic Republic and its committed forces will not leave this evil without a response,” he said.

But the fact that he mentioned it at all potentially represents a change in policy. The country’s ballistic missile program remains under control of the Iranian paramilitary Revolutionary Guard, which answers only to Khamenei.
