Colombia and Cuba are locked in a stalemate over the extradition of 10 guerrilla leaders on the island nation after negotiations to end Colombia’s last armed conflict broke down earlier this year. “It was clumsy, unstructured and not well-thought-out,” said Jorge Restrepo, the director of the Conflict Analysis Research Centre in Bogota. The bombing was ordered by an ELN commander who opposes the peace talks in Cuba, and who has stayed behind, moving across the border with Venezuela.
