Cleveland Police headquarters. January 24, 2023.CLEVELAND, Ohio – A Cleveland police policy, reinforced through an internal memo disseminated last month, bars officers from filing complaints against fellow officers through the city’s civilian oversight board.

To justify the policy, Drummond cited the city charter, which was amended last year following the passage of Issue 24, a police reform proposal centered on civilian oversight. The charter grants the review board power to investigate complaints against officers “when such misconduct is directed toward any person who is not a police officer or Division of Police employee,” Drummond emphasized.

Rather than going through the civilian oversight board, Drummond’s policy directs officers to take allegations of internal misconduct to their supervisors, the Internal Affairs Unit or the Employee Assistance Unit. Such mechanisms, however, are not nearly as accessible to public scrutiny as the civilian oversight complaint process.

City spokeswoman Marie Zickefoose said the civilian review board is designed for citizen-driven complaints, and that it’s longstanding policy for internal allegations of misconduct to go through internal affairs.Michael Hess, the chairman of the review board, said he did not believe the policy is at odds with the city charter, citing the same language as Drummond.
