Whether term limits drain talent or drain the swamp, term limits have been popular with voters.
Toledo Democratic Rep. Marcy Kaptur began her quest to build the memorial visited by millions of Americans each year after a World War II veteran in her district cornered her about it at a 1987 fish fry. The 7.4 acre marble memorial wasn’t dedicated until 2004.
“The reality is, Washington, D.C., is fundamentally a total and complete disaster,” says Moreno. “It’s that way because we have people that have been there, way too long. Study participants told the university that term limits made the legislative process more “chaotic” and “confrontational” than before, with committee functioning impaired by members who were less knowledgeable about the issues, less willing to compromise and less courteous to colleagues. “Term limits will also result in a pool of officeholders with attenuated institutional memory and legislative expertise, effectively transferring some of their political power to parties, lobbyists, and the executive branch,” the study said. “Finally, term limits introduce a large number of freshmen with no commitments to longstanding chamber norms, such as bipartisanship. Such an influx of new members can cause these norms to collapse.
He says that allowing legislators to rotate between the state’s legislative bodies allows preservation of institutional knowledge, and he contends the Householder scandal would not have come to light under the old seniority system because House speakers today are less powerful than they used to be. He also noted thatunsuccessfully tried to alter Ohio’s term limits system so he could remain in office longer.
Curtin says they result in a loss of legislative expertise, as they forced retirement of experts like William Hinig of Tuscarawas County, who “knew the state budgeting process from front to back.”
