Juanita Mercer • SaltWire NetworkThe issue around bright lights mounted on properties in the Outer Battery has dominated the public discourse in St. John’s for the past week, with many expressing disbelief and skepticism about the inability of the city to step in.

“We were getting a lot of questions about it, with people wondering why the city isn’t using this part of the act or that part of it,” Mayor Danny Breen said. “This way people can see why those parts can’t be used, and the reason behind it.” According to the city, it cannot be used because it requires a determination that a building or part thereof is a danger to health and “the city does not have jurisdiction over public health, nor does it have staff who are experts in public health who could inform council.”
