With less than two weeks until new regulations around short-term rentals come into effect, the City of Charlottetown is working to get the remaining pieces in place.

While amendments to the city’s zoning and development bylaw passed in February 2022 limit STR operators to only renting out rooms or suites within their primary residences, a one-year grace period was requested by the province to give operators time to prepare for the changes, said Brown. Charlottetown Mayor Philip Brown says regulating short-term rentals is something the city has been working on since 2019. Without that amendment, the only recourse the city has if an operator is found to be breaking the rules is to take the operator to court, said Brown.While the licensing bylaw will help the city validate its database of existing STRs throughout Charlottetown, not having the means to enforce the new regulations leaves housing advocates doubtful of the system.
When asked when the enforcement amendments would be completed, Brown wasn’t able to provide a timeline. “Complaint-driven systems aren't a great way of regulating something like this,” he said. “We have a complaint-based system for illegal rent increases, and that’s done very little to curtail those. Enforcement and proactive enforcement is kind of key here because how many people are checking if their neighbours are running an Airbnb?”
