Thunder Bay's city council approved an ambitious housing pledge, hours after the province announced that pledge would no longer have any practical impact.

THUNDER BAY – Thunder Bay’s city council has approved an ambitious housing pledge, committing to see 2,200 new housing units built by 2031 – even after learning the commitment would no longer be tied to millions in provincial funding.

The province announced the fund this year as part of efforts to see 1.5 million new housing units built in the face of shortages that have fueled surging home prices. Leaders including Mayor Ken Boshcoff have argued a regional mining boom could put that within reach, while others have suggested the target may be unachievable.

That will grant him sweeping authority to hire and fire city staff, propose the city budget, and in some cases pass or veto bylaws with the support of just one third of council. “While supportive municipal policies, programs and processes are in place and will be continually adjusted and improved, the market must ultimately respond to build housing,” the report reads. “Market fluctuations and the state of the overall economy will have impacts on developers' decision making and influence both the type and scale of housing projects, and the rate to which projects advance from approvals to construction.

Director of planning services Joel DePeuter said that approach would be preferable, adding council will receive more information in an upcoming housing land needs study.
