With Ottawa's shelter system and housing programs still feeling the strain of an influx in newcomers to Canada, Mayor Mark Sutcliffe is banking on the federal government for funding a new welcoming centre in Tuesday's budget.Ottawa Mayor Mark Sutcliffe has been in talks with the federal government to fund a welcoming centre for newcomers, including asylum seekers.
