As city workers began clearing the camp Tuesday, most people who had been staying there had already left. Only around six people overwintered in the park, Aaron said, and other than police occasionally stopping to look for specific people, it was relatively untroubled.“Then everybody else popped up, and all hell broke loose,” Aaron said. “It was kind of chaos.”
