The Chula Vista City Council has given initial approval to a new policy aimed at helping low-income tenants stay in their neighborhoods. Officials last week unanimously approved an ordinance amending the municipal code, including establishing a tenant “preference system” for residents looking to secure cheap housing. Under the ordinance, affordable housing developments would need to prioritize applicants at greatest risk of displacement and those already living or working in Chula Vista.
Many cities, like neighboring National City, have long had local preferential policies and more jurisdictions, such as San Jose, are adopting similar rules. While many say that these policies help protect working-class households from long-term displacement and neighborhoods from gentrification, critics argue such laws can also reinforce racial segregation. New York City’s community preference system was challenged in court on those grounds.
