There is no good reason for testimony and documents about misspending on the No side to remain secret — certainly not forever

Grenier’s inquiry came soon enough after 1995 that federalists were clearly skittish about his findings reigniting the separatist cause. That was no good reason to seal the documents forever then, and it’s pretty much irrelevant today, when the separatist cause is all but moribund. In fact, the controversy that would inevitably follow the release of Grenier’s material might be a very useful exercise for the country as a whole.

In its landmark 1998 reference judgment on Quebec’s possible secession, the Supreme Court made very clear that Canada being a federation, any post-referendum negotiations would have to involve all the provinces — not just Quebec City and Ottawa. The federal New Democrats, along with every party in the National Assembly, takes “clear majority” to mean “50 per cent plus one” — which would render the word “clear” meaningless in the court’s decision.
