China Tariff Exemptions, US Tariff List, Reciprocal Tariff Arrangement

China's tariff exemptions cover 77 products while the US lists 1,619, as part of a reciprocal arrangement that cuts tariffs to most-favored-nation rates for about 90% of goods.

China has published a list of 77 Chinese products and the United States has listed 1,619 products under a reciprocal tariff arrangement, according to an announcement from China's Ministry of Commerce. The ministry said that about 90 percent of the products covered by the arrangement will have their tariffs reduced to most-favored-nation rates. The lists include consumer goods such as tableware, textiles, household appliances, children's products, and toys.

Chinese Products on the Exemption List

The Chinese list of 77 products includes a wide range of manufactured goods. Among them are ceramic tableware items such as plates, cups, saucers, soup bowls, cereal bowls, sugar bowls, creamers, gravy boats, serving dishes, and platters.

Textile products feature prominently. These include blankets other than electric blankets and traveling rugs of wool or fine animal hair; bed linen not knitted or crocheted and not printed; table linen of flax other than tablecloths and napkins; and table linen of textile materials other than cotton, flax, or man-made fibers.

Toilet and kitchen linen are also listed, including those containing 85 percent or more by weight of silk or silk waste, and those containing less than 85 percent by weight of silk or silk waste. Curtains, interior blinds, and valances of textile materials other than cotton or synthetic fibers, knitted or crocheted, are included.

Other textile items include wall hangings of wool or fine animal hair that are certified hand-loomed and folklore products, wall hangings of jute excluding those of a certain heading, furnishing articles of vegetable fibers excluding cotton, and certified hand-loomed and folklore pillow covers of wool or fine animal hair not knitted or crocheted.

Artificial flowers, foliage, fruit, and parts thereof are listed both for those made of feathers and for those made of materials other than plastic, feathers, or man-made fibers.

US Products on the Exemption List

The US list of 1,619 products covers a broad array of consumer and household items. Electromechanical food grinders, processors, mixers, and fruit or vegetable juice extractors with self-contained electric motors for domestic use are included, along with other electromechanical domestic appliances with self-contained electric motors.

Personal care and kitchen appliances are also on the list. These include hair-removing appliances with self-contained electric motors, microwave ovens for domestic purposes, and electrothermic toasters for domestic purposes. Electrical filament Christmas-tree lamps of a power not exceeding 200 watts and for a voltage exceeding 100 volts are also listed.

Children's products form a significant portion of the US list. Highchairs and booster seats, infant walkers, and bouncers with seats are included, both upholstered with metal frames and with metal frames generally. Swings for children with metal frames are also listed.

Additional children's items include high chairs, booster seats except for motor vehicles, bath seats, infant walkers, bouncers with seats, and swings for children, made of reinforced or laminated plastics, as well as those made of rubber or plastics. Play yards and other enclosures for confining children made of reinforced or laminated plastics are also covered.

Sleeping bags not containing 20 percent or more by weight of feathers and/or down are included. Toys are extensively covered, including tricycles, scooters, pedal cars and similar wheeled toys; dolls' carriages; dolls and other toys; reduced-scale models and similar recreational models, working or not; puzzles of all kinds; and parts and accessories thereof. However, toys enabled with radio frequency, Wi-Fi, Ethernet, or Bluetooth are excluded.

Coin- or token-operated games for arcade, table, or parlor use other than bowling alley equipment and their parts and accessories are listed, as are articles for arcade, table, or parlor games and parts and accessories, and automatic bowling alley equipment and parts and accessories.

Seasonal and novelty items are also included, such as articles for Christmas festivities and ornaments of wood, as well as magic tricks and practical joke articles and their parts and accessories.

Sports equipment on the US list includes lawn-tennis balls, baseballs and softballs, and lawn-tennis articles and equipment other than balls and rackets, along with their parts and accessories.

Tariff Reductions Under the Reciprocal Arrangement

China's Ministry of Commerce said that approximately 90 percent of the products covered by the reciprocal arrangement will see their tariffs reduced to most-favored-nation rates. This indicates a significant easing of tariffs for the vast majority of the listed goods.

The arrangement covers a total of 77 Chinese products and 1,619 US products. The lists span a variety of sectors, from textiles and tableware to electronics, children's products, toys, and sports equipment.

The reciprocal tariff reductions are expected to lower costs for importers and consumers of these goods. The most-favored-nation rate is the standard tariff rate that a country applies to imports from other World Trade Organization members, unless a preferential rate applies.

The announcement did not specify the effective date of the tariff reductions or the duration of the arrangement. It also did not provide details on the specific tariff rates that will apply before and after the reductions.
